Problems/Comments

Hydrocarbon contaminated soil around sump. Analytical results show an EPH concentration of 2600 mg/kg at 5 to 6.5 feet. Last staff assigned were Marcorelle, then Folley.

3/15/2006 Conditional Closure Approved In September 2005, approximately 30 cubic yards of contaminated soil was excavated from the 212-24 Site under the oversight of Cook Inlet Environmental. The soil excavation extended approximately 4.5 feet below the groundwater table, and confirmation samples were collected from the sidewalls and bottom of the excavation. Further excavation was not considered practicable due to the proximity of buried flow lines and a building foundation. It was estimated that between five and ten cubic yards of contaminated soil (above the 18 AAC 75.341 cleanup levels) remained in the ground. A groundwater sample collected from monitor well 212-24-1 prior to excavation activities had a DRO concentration of 0.740 mg/L. No BTEX constituents were encountered above detection limits. Monitor well 212-24-1 was removed during the excavation activities. The contaminated soil excavated from the site was transported to the Beluga River Central Waste Disposal Facility in accordance with the existing Beluga River Solid Waste Permit (Permit 9921-BA008). ADEC has determined that the cleanup actions employed at the Beluga River 212-24 Contactor Sump Release were effective in removing the majority of impacted soil. There is soil contamination remaining at the site above the most stringent 18 AAC 75.341 soil cleanup levels but, the nature and extent of this contamination no longer poses an unacceptable risk to human health or the environment. ADEC has determined that no further remedial action is required at this time subject to the following conditions: 1. An institutional control will be established on the ADEC database to document the soil contamination remaining on site above the most stringent 18 AAC 75.341 cleanup levels; 2. In accordance with 18 AAC 75. 325(i), ADEC approval must be obtained prior to removal and/or disposal of soil and/or groundwater from this site. Don Fritz
