Problems/Comments

The subject site located on the Deadhorse Airport (under lease from DOTPF) has been used as an electrical generating facililty and oil field service support area since the 1970's. It has reportedly been impacted by petroleum hydrocarbons over the years from the storage and use of diesel fuel product. NANA Oilfield Services, Inc. also operated a maintenance shop on site that may have contributed to the contamination. The NANA pad (Lot 2, Block 301) was split into Lot 2A and 2B. Lot 2A was the electric power generator site and transferred to TDX North Slope Generating Inc. in January 2003.

4/12/2004 Update or Other Action Travis Peterson Environmental clarified sample locations at the site in response to DEC comments. There were to be 8 borings under the power plant and 7 borings under the shop buillding. Jim Frechione
5/12/2004 Update or Other Action Travis Peterson Enviromental requests use of historic sample data to be used to characterize soil that is to be excavated and transported for thermal treatment. DEC approved the use of the September 2003 EMI report information for this purpose. Jim Frechione
12/15/2004 Update or Other Action TDX North Slope Generating (current operator of the electric generating plant) submit a November 2004 Limited Soil Sampling Report by EMI. The report provided soil sample data from under the generator building. Test holes were dug (approximately 1 foot bgs) and field screened at 8 locations. Thrre samples were submitted for lab analysis with contamination ranging 43 - 718 mg/kg GRO; 2910 - 8580 mg/kg DRO; 441 - 769 mg/kg RRO; and 0.98 - 36.2 mg/kg xylene. TDX wanted this data included as "existing baseline" contamination from NANA's prior use for the purpose of future environmental liability. Jim Frechione
2/10/2005 Update or Other Action Travis/Peterson Cleanup Summary Report received & 90 - 100 cy of material was excavated from areas B-10 & D-11. Soil around the power plant foundation, transformer platform & generator fans could not be removed due to proximity near structures. TPECI installed 15 boreholes along the perimeter of the buildings. Letter will be sent to RP to request a site diagram to scale showing limits of excavations, depth of excavations and location of surface water in proximity to pad. Linda Nuechterlein
7/29/2005 GIS Position Updated GIS Position Update action was not added during site intake. Lat/long were verified and converted to NAD83 using TopozonePro with a 1:50,000 scale and a large map. A 1:24K/25K Series topo base map was used. Sarah Cunningham

9/20/2005 Conditional Closure Approved The cleanup actions to date at this site have served to remove the majority of contaminated soil that exceeds the 18 AAC 75.341 cleanup levels. As a result of this action, ADEC has determined that no further remedial action is required at this time. This decision is based on the information provided to date that indicates the contaminant concentrations remaining on site do not pose a risk to human health or the environment. Linda Nuechterlein
9/20/2005 Institutional Control Record Established The following institutional controls will be recorded in the ADEC database: (1) hazardous substance contamination remains on site above the established cleanup (or target) levels. Soil samples were collected from the limits of the excavation in areas B10 and D11 and from soil borings around the buildings. The contaminant concentrations remaining on site ranged from 2140 to 5730 mg/kg DRO and 87 to 173 mg/kg xylene. (2) Any proposal to transport soil off site requires ADEC approval in accordance with 18 AAC 75.325(i). Linda Nuechterlein
