In order to use the online system a myAlaska account is required. myAlaska is the same account used for applying for a Permanent Dividend online and is used to authenticate the individual electronically signing and submitting the online application. An online application is not required and a paper application may be submitted. However, all paper applications must include a notary. Prior to starting the application and registration process, you may need to have available electronic copies of: picture of the device, picture of device label (if applicable), picture of wood storage (if applicable), affidavit of proper installation (if applicable), affidavit of chimney sweep (if applicable), affidavit of inspection (if applicable), and affidavit of device maintenance (if applicable).

Note: Length of waivers or exceptions is dependent on device type, emission rating, whether additional supporting information is submitted, and compliance with other requirements. Device type and emission rating must have back up documentation. Lack of device type and emission rating documentation will automatically assign waiver length and type to 1-year annual waiver if all other requirements are met. Only 2, 1-yr annual waivers are allowed, after that, the device will not be eligible for a waiver of any kind until the device is upgraded.

The more information that is given, it may be possible for a longer applicable waiver length. However, older, dirty devices will be limited and will be required to be updated once eligibility runs out.

If requesting a NOASH for economic hardship, you must also provide documentation of hardship. This documentation may be established by showing approval for assistance from a list of agencies or programs that provide economic assistance. Please contact the Department’s Division of Air Quality to request a list of programs. If the NOASH waiver is granted, the resident may continue to use their solid fuel-fired device during Stage 1 and Stage 2 air alerts. However, operation of the device is still subject to 18 AAC 50.075 – visible emission standards. Solid fuel-fired devices should be able to meet opacity limits if burning dry wood, which is required under 18 AAC 50.076 (b)(1).
