Stormwater Electronic Permit Applications
Alaska Department of Environmental Conservation (DEC), Division of Water - wastewater permitting programs transitioned to a new online system called the Environmental Data Management System (EDMS) and Customer Service Portal. This new system streamlines communication between DEC, regulated entities, and the public and makes it easier to submit and access permit and compliance information for your facilities. DMRs will continue to be submitted electronically through NetDMR.
All APDES (Alaska Pollution Discharge Elimination System) wastewater permit required submissions (e.g., Notices of Intent (NOIs), Notices of Termination (NOT) and Annual reports, and CWA §401 Water Quality Certifications) are to be submitted electronically through EDMS, unless prior approval has been obtained from DEC for an alternative means. Submitting this information through the EDMS will allow the Division to better serve you by providing a more direct line of communication with the Department.
Logging Into EDMS and Connecting to your Projects or Facilities
- Visit the EDMS Home page.
- Click "Sign-in". You will be taken to the myAlaska sign-in page.
- Either log in with your existing myAlaska account or click the "New User: Register for a myAlaska Account" button to create a new myAlaska account and complete the registration process.
- After logging into myAlaska, you will be redirected back to EDMS.
- Set up your five security questions.

To Connect with your Existing Permit/Facility by Searching for an Existing Site
- From the EDMS "Getting Started" screen, click the 'Add Site' button.
- Click 'It is currently registered with Alaska DEC' button.
- Click 'Search for a Site (by location)' button to search for the site to claim.
- This will direct you to the Alaska DEC EDMS Map Explorer. Search for the site name in the search box on the left-hand side of the page.
- Once selected, click 'Claim this site' and fill out the required information.
- Choose the correct account role, like Administrator or Editor depending on what role you should have for this site.
- An internal DEC user or site administrator will need to approve your request before you can access the site on EDMS.
