New Permittees Checklist
- Carefully read the Construction General Permit. The following list items are not inclusive of all permit requirements.
- Develop a Stormwater Pollution Prevention Plan (SWPPP). For your convenience, a 2021 CGP SWPPP Template is available. Development and implementation of a SWPPP is the key condition of the Construction General Permit.
- Submit a Notice of Intent (NOI) using the online application system: EDMS.
- If the project disturbs five or more acres of land, a SWPPP must be submitted to DEC at the time the NOI is filed. If a project is located inside an area of an APDES permitted Municipal Separate Storm Sewer System (MS4), a SWPPP must be submitted to the respective MS4 operator.
- The Construction General Permit authorization fee must be paid prior to permit authorization. This one-time fee is submitted as part of the NOI submittal.
- Once the NOI is processed and the authorization is issued, the authorization letter should be posted conspicuously near the main entrance of the site. If there is insufficient space near the main entrance to post a sign or notice, the authorization letter can be posted in a local public building.
- A copy of the SWPPP (including a copy of the permit), NOI, and authorization letter from DEC must be retained at the construction site or other location easily accessible during normal business hours.
