SWPPP Submittal Requirements (Section 2.1 of CGP)

1.1 The permittee must submit a copy of the SWPPP with the electronic NOI or within seven (7) calendar days of filing the paper NOI to DEC (DEC, Wastewater Discharge Authorization - Stormwater, 555 Cordova St, Anchorage, AK 99501) if the project is located outside the areas of the local governments described in items 1.2, 1.3, 1.4, 1.5, 1.6, and 1.7 and the project disturbs five or more acres of land.

1.2 Within the Municipality of Anchorage

1.2.1 An owner or operator of construction projects disturbing one or more acres of land shall submit a copy of the SWPPP to either DEC or the Municipality based on the project type and operator as shown in the following table:

Project Type: Submit SWPPP to:
Government (federal, state, or Port of Anchorage) road projects and other government transportation projects such as ports, railroads or airports DEC
Government (municipal) road projects and other government transportation projects such as airports Municipality
Utility projects for which the utility is initiating the work Municipality
Work that requires a Building Permit Municipality
Non-publicly funded transportation projects Municipality

1.2.2 Submittal of the SWPPP to the Municipality should be made before or at the same time the NOI is submitted to DEC and shall be accompanied by any Municipality-required fee. A copy of the SWPPP shall be submitted to the Municipality at the following address:

1.3 In the road service areas within the urbanized area boundary of the Fairbanks North Star Borough, check with the Borough for their latest requirements in addition to the following DEC requirement.

1.3.1 Owners or operators of publicly-funded construction projects disturbing one or more acres of land shall submit a copy of the SWPPP to DEC for review.

1.4 Within the urbanized area boundary of the City of Fairbanks, check with the city for their latest requirements in addition to the following DEC requirement.

1.4.1 Owners or operators of publicly-funded construction projects disturbing one or more acres of land shall submit a copy of the SWPPP to DEC for review.

1.5 Within the urbanized area boundary of the City of North Pole, check with the city for their latest requirements in addition to the following DEC requirement.

1.5.1 Owners or operators of publicly-funded construction projects disturbing one or more acres of land shall submit a copy of the SWPPP to DEC for review.

1.6 Within the Joint Base Elmendorf-Richardson (JBER), check with the Stormwater Lead for their latest requirements.

1.7 Within the Port of Anchorage, check with the Operations and Maintenance Manager for their latest requirements.

1.8 Within Fort Wainwright, check with the Stormwater Manager/Environmental Compliance Manager for their latest requirements.
