Fairbanks Air Quality Plans

For PM2.5
- Moderate SIP - contains the elements to meet the requirements for an area classified as Moderate. These requirements must be met even if a new SIP is adopted.
- Serious SIP - contains the elements to meet the requirements for an area classified as Serious.
- 2024 Amendments Serious SIP - contains the revisions of the Serious SIP to address the EPA's disapproval of the Serious SIP.
For Carbon Monoxide
- Limited Maintenance SIP (PDF) - contains the elements to meet the requirements for a maintenance area. The Carbon Monoxide Area within FNSB has been classified as a maintenance area.
On September 27, 2024, Fairbanks completed its CO 20-year maintenance period. In the letter received on October 29, 2024, the EPA noted that as of September 27, 2024, Fairbanks Area Surface Transportation (FAST) is no longer required to address the transportation conformity requirements of 40 CFR part 93 for Fairbanks CO area.
However, other provisions of the second 10-year maintenance plan continue to remain in effect and all measures and requirements contained in the plan must be complied with until the state submits, and the EPA approves, a revision to the State Implementation Plan consistent with the anti-backsliding requirements of CAA section 110(l) and CAA section 193, if applicable. Furthermore, the maintenance requirement in CAA section 110(a)(1) remains in place for all areas, including attainment areas.
