2019 DEC Proposed Regulations & SIP - Fairbanks North Star Borough Fine Particulate Matter (PM2.5)

Portions of the Fairbanks North Star Borough (FNSB) have been designated as a Serious Nonattainment Area for Fine Particulate Matter (PM2.5) by the Environmental Protection Agency (EPA); Federal Register, Vol. 82, No. 89, 21711 (PDF). The proposed regulations and draft Serious State Implementation Plan (SIP) have been developed to meet the EPA requirements of a Serious Nonattainment Area. 

The public review period lasted 73 days and included two public hearings in Fairbanks.  The review period ended on July 26, 2019.  DEC will consider all comments received during the comment period when choosing to adopt the final regulations and SIP amendments. The proposed regulations and SIP amendments are posted below. The adopted documents will be posted below when they have been adopted.  All the comments received may be reviewed at the link below titled "Comments Received During Public Comment Period".

Important Points:

  • 2-Stage curtailments continue with lower thresholds
  • Waiver ability retained
  • Heating fuel switch to Diesel #1 – July 2020
  • Dry wood only sales – October 2021
  • Updates requirements for solid fuel heating devices
  • Requires removal for some solid-fuel devices by 2024
  • New requirements for coffee roasters, used oil burners, incinerators and charbroilers
