Small Source Information & Requirements - Fairbanks North Star Borough PM2.5 Nonattainment Area

As the nonattainment area is classified as Serious, the Clean Air Act requires that the Best Available Control Measures be implemented for all sources even if they are not the primary cause of the air pollution problem. Coffee Roasters

AAC 50.078(d) requires commercial coffee roasters to install a pollution control device if a roaster emits 24 pounds or more of particulate matter in a 12-month period (this is equivalent to roasting 11,440 pounds or 5.72 tons of coffee per year per unit). The pollution control device must be appropriate to the unit and approved by the department. The device must be installed not later than one year from January 8, 2020 or before commencing operations, whichever is later. The requirements may be waived if the facility provides information demonstrating the control technology is technically or economically infeasible for their specific roaster. To assist businesses in determining options for meeting the new regulation, the department is developing a spreadsheet to gather the required information and allow emissions and costs effectiveness of control to be calculated.

Coffee roasters producing less than the 24 pound per year particulate matter threshold are excluded from the control requirements of 18 AAC 50.078(d). These small operations are still subject to existing visible emission limits under 18 AAC 50.055.
