According to the Alaska State Troopers, the truck rolled over at approximately 5:19 AM on July 3, 2007. The spill was reported to the ADEC by State Troopers at 6:30 AM.

The PRP estimates that less than 50 gallons of diesel, and approximately 10 gallons motor oil and 10 gallons glycol was released.
Cause
A semi truck was hauling a shipment of concrete block and an empty concrete trailer, north bound on the Sterling Highway from Soldotna en route to Anchorage when the driver lost control of the vehicle. The truck ran off the side of the road with fuel leaking through one of the tank vents and other liquids released due to the accident.
