- No net increase in emissions:
- judicial and legislative proceedings
- recurring activities such as permit renewals
- rulemaking, policy development and issuance
- routine maintenance and repair activities
- civil and criminal enforcement activities
- administrative actions
- routine, recurring transportation of materials and personnel
- routine movement of mobile assets (e.g. ships, aircraft, etc.)
- maintenance dredging and debris disposal
- future activities similar to existing activities
- granting of leases, licenses
- planning studies
- routine operation of facilities, assets, and equipment
- transfers of ownership, interests, and titles
- designation of empowerment zones
- actions by any banking agencies or Federal Reserve Banks
- Actions where the emissions are not reasonably foreseeable:
- outer continental shelf sales
- electric power marketing
- Actions which implement a decision to carry out a conforming program
- Portion of an action that includes major new or modified stationary sources that require a permit
- Actions in response to natural disasters
- Research, investigations, studies
- Alteration and additions to existing structures as required by environmental legislation/regulations
- Direct emissions from remedial and removal actions carried out under CERCLA
