Community-Wide Brownfields Inventory

Brownfields are abandoned, unused, or underused properties whose reuse is complicated by actual or perceived environmental contamination. Brownfields are common throughout rural and urban Alaska and can range from dilapidated commercial buildings to abandoned gas stations.

The DEC Brownfields Program is offering a new service to help communities develop a brownfields inventory based on local stakeholder feedback, interviews, desktop research, and a site visit. The resulting inventory can be used by the community to support decision-making, planning, and project prioritization.

The application period for the Community-Wide Brownfields Inventory will open August 15, 2024, and close on November 15, 2024.

What is a Community-Wide Brownfields Inventory?

A brownfields inventory is a list of possible brownfields in a community. This information can help inform local leaders where to prioritize resources and assist with planning for how best to address and reuse these properties.

Who is eligible to receive funding for a Community-Wide Brownfields Inventory?

Eligible parties can be public, quasi-public or non-profit entities such as municipalities, tribal governments or organizations (including non-profits), or native corporations planning how best to address abandoned or underutilized properties in their communities.

What is the process for applying?

Generally, the review and awarding of community-wide brownfields inventory will follow the following schedule:

  • The application period opens in mid-August. DEC is available to answer questions from potential applicants.
  • DEC will review and evaluate applications in November/December.
  • DEC will notify applicants by January/February whether inventory projects are expected to be awarded, pending notification of funding availability from EPA.
  • In most years, EPA will notify DEC of available funding in late April or early May.
  • Inventory work will be conducted over the summer and early fall.
  • The Final Inventory Report will be developed and finalized over the fall and winter months.
  • DEC will convene a wrap-up meeting with each community after the report is finalized.

Since the 2024-2025 will be the first year DEC is providing this service, this schedule may be adjusted depending upon the number of requests. Requests will be awarded based on the information provided below and as resources allow.

How are applications evaluated?

DEC is looking for local support of a potential inventory project and description of how the inventory will be reused to assist in a community’s future planning efforts. DEC estimates awarding 3-5 brownfields inventory reports in 2024-25. Since this is the first year DEC will be providing this service, however, DEC will gauge stakeholder interest in this new type of resource and may modify future application criteria.
