Summary of Chapter 52

18 AAC 52 outlines Alaska’s emissions inspection and maintenance (I/M) program for motor vehicles, establishing when inspections are required, how testing is conducted, and how certified facilities and personnel must operate. This chapter:

  • Specifies which vehicles are subject to periodic emissions inspections—generally vehicles newer than 2006 (model year plus six years) subject to biennial testing, with exemptions for older, historic, heavy-duty, and non-residential vehicles
  • Sets standards for inspection programs including centralized and decentralized operations, certification requirements for stations and inspectors, and rules for waivers, repairs, and visual identification of inspection certificates
  • Enables enforcement mechanisms through penalties for non-compliance, regulation of vehicle modifications, and maintenance of quality control to ensure program integrity and public accountability
