Summary of Chapter 53
18 AAC 53 requires gasoline sold in specified control areas and periods to be oxygenated—setting standards for oxygen content testing, documentation, labeling, and compliance to reduce carbon monoxide emissions from motor vehicles. This chapter:
- Mandates that only oxygenated gasoline meeting defined oxygen content standards may be sold or dispensed in control areas during control periods and requires proper dispenser labeling and product transfer documentation
- Requires regular sampling, testing, and calculation of oxygen content using per‑gallon or averaging methods, along with tracking of oxygen credits and debits to ensure compliance
- Enforces compliance through mandatory permits, recordkeeping, reporting, inspection protocols, liabilities for violations, and provisions for temporary variances and quality assurance programs
