Summary of Chapter 75

18 AAC 75 sets comprehensive requirements in Alaska to prevent and respond to oil and hazardous substance pollution, safeguard public health and the environment, and enforce operator responsibility. This chapter:

  • Establishes pollution prevention standards — including facility design, piping, corrosion control, and piping inspections — to minimize the risk of oil spills at terminals, pipelines, production facilities, and other sites
  • Mandates financial responsibility for oil dischargers, detailed contingency planning, discharge reporting, cleanup procedures, and contractor certifications for effective incident response
  • Implements enforcement mechanisms such as civil penalties, surface oiling controls, restrictions on aboveground tanks, and general provisions to ensure accountability and operational compliance
