Site Narrative
The Organized Village of Kasaan requested DBAC services to conduct a hazardous building materials survey at the building used as the Kasaan Library and Kasaan School. In order to be used efficiently, the building needs to be renovated by updating the heating system, increasing heat circulation, and installing a new roof. Hazardous Building Materials (HBM) had previously been identified in the building; however, an updated assessment was needed. The Organized Village of Kasaan submitted this DBAC application for the FY20 funding cycle, however, DEC chose to fund it in FY19 to allow for an accelerated cleanup.
In FY19, DEC conducted a property assessment and cleanup plan (PACP) which included a HBM survey and presented cleanup alternatives with cost estimates. Asbestos-containing material (ACM) was confirmed to be present in various areas in the building, including in joint compound and ceiling texture materials. No lead-based paint or other HBMs were identified.
The Southeast Island School District (SISD) applied of FY21 DBAC services to remove the ACMs from the building, which DEC awarded. Abatement activities were conducted in February 2021.
