Drinking Water State Revolving Fund (DWSRF)
The Alaska Drinking Water Fund is a low-interest loan program to assist public water systems comply with drinking water regulations and protect public health. The program is funded by U.S. Environmental Protection Agency capitalization grants, state matching funds, loan repayments, and investment earnings.
Eligible Borrower

- Publicly owned community water systems
- Privately owned community water systems that are economically regulated by the Regulatory Commission of Alaska
- Non-profit non-community water systems
Eligible Projects

- Treatment: Projects to install or upgrade facilities to improve drinking water quality to comply with drinking water regulations.
- Transmission and distribution: Rehabilitation, replacement, or installation of pipes to improve water pressure to safe levels or to prevent contamination caused by leaky or broken pipes, including lead service line replacement.
- Source: Rehabilitation of wells or development of eligible sources to replace contaminated sources.
- Storage: Installation or upgrade of finished water storage tanks.
- Consolidation: Interconnection two or more water systems.
- Creation of new systems: Construct a new system to serve homes with contaminated individual wells or consolidate existing systems into a new regional water system.
Loan Terms

- Below market interest rate - contact the SRF Program for a current estimate
- 0.50% administration fee
- Finance rate begins accruing one year after the first loan disbursement
- Up to 30-year loan repayment term determined by the useful life of the project
- Repayment begins one year after completion of construction
- No maximum funding limit
