Managerial and Financial Reviews for New and Reclassified Public Water Systems
The Capacity Development Program is responsible for reviewing the managerial and financial capacity of new or reclassified Community (C) and Non-Transient Non-Community (NTNC) public water systems (PWS) prior to their construction and operation. Information detailing the system’s managerial and financial operating plans is used by the Department to ensure the PWS has the capacity to sustain operations in compliance with federal and state drinking water regulations. Review Process
Capacity assessments of new or reclassified PWS are a joint effort between the Capacity Development Program and the Drinking Water Program. We are committed to completing our review of all C and NTNC PWSs promptly and accurately. Once notified of a new system or system reclassification, the Capacity Development Program will reach out to the PWS owner or approval requestor with specific questions tailored to the classification of their PWS. Upon receiving all necessary information, the managerial and financial review will be conducted, and a recommendation will be made to the Drinking Water Program. The Drinking Water Program will then issue approval or conditional approval to construct or operate if the PWS has displayed sufficient technical, managerial, and financial capacity.
