Site Narrative
The City of Golovin, Chinik Eskimo Community, and Kawerak, Inc. requested DBAC services at the former fish processing plant in Golovin. This request was made outside of the formal DBAC application period as the City of Golovin had a time-sensitive opportunity to purchase a portion of the site. The intended reuse of the property is as a future boat harbor. Site characterization activities were conducted through an EPA Targeted Brownfields Assessments in 2017.
In FY19, staff assisted with the City of Golovin to obtain a Prospective Purchaser’s Agreement (PPA) with the State of Alaska so that they did not incur liability for contamination on the new parcel. DEC conducted additional characterization activities and drafted an Analyses of Brownfield Cleanup Alternatives (ABCA). The preferred alternative identified in the ABCA was a combination of excavation and disposal of leaded soil outside of Golovin and an abatement of hazardous building materials. In 2019, the City of Golovin applied for a Cleanup from DEC’s Brownfield Assessment and Cleanup program. The remediation was divided into phases due to the complexity of the project with the first phase of abating the hazardous building materials from the buildings, the second phase being the remediation of the contaminated soil found on site. Abatement of the hazardous building materials occurred in 2019, leaving the soil excavation and removal the last remedial action needed. In 2021, the City of Golovin applied for and was awarded additional DBAC services to provide additional cleanup activities, which are expected to be conducted during the 2021 field season.
