Electronic Submissions and Paper Applications

Beginning October 1, 2023: 24 hour notifications are required for all wastewater systems that installed without prior plan approval under 18 AAC 72.550 or 18 AAC 72.650. Onsite wastewater systems that can be installed without prior plan approval must meet all prescriptive construction standards, separation distance requirements, and are limited to the facility types and daily flows under 18 AAC 72.511 or 18 AAC 72.611. This 24-hour notification must be submitted electronically through EDMS.

Beginning Sept. 1, 2020, all DOC's were required to be submitted electronically.

Form Selection

In EDMS, navigate to "Start a New Form" and select "I want to start a new application". Find the form "24 Notice of Onsite Wastewater System or Part 1 of the Documentation of Construction" and click "Begin". You will be prompted to create a new or select a site. Please create a "New Site Name" with the legal description or physical address. During processing, the Department will rename the site to the legal description of the property or the facility name.

Form Instructions

Installation or modification of an onsite wastewater system installed under the authorization by rule outlined in 18 AAC 72.511 or 18 AAC 72.611 requires a qualified person: a certified installer, approved homeowner, or registered engineer to submit a notification at least one day before beginning construction or modification of an onsite wastewater disposal system. This is also known as the prescriptive standards and/or the Documentation of Construction (DOC) process.

Items required to complete the form are: contact information of the responsible party, anticipated installation date, and site location information.

This form is applicable to document the construction of an onsite wastewater system installed in strict conformance with 18 AAC 72 and the Onsite Wastewater System Installation Manual (OWSIM). The form requires the responsible party, a certified installer, approved homeowner, or registered engineer to submit. This is also known as the prescriptive standards and/or the Documentation of Construction (DOC) process. Upon submission, a confirmation of receipt is emailed to the applicant. Once processed, a follow-up notification will be sent alerting the applicant whether additional information or clarifications are required or whether it has been processed. Failure to provide the required information or follow the OWSIM may result in a request for additional information, a delay in processing time, and/or in some scenarios modifications to the system or a requirement to go through the plan review process. If you have any questions please contact your local area office staff. Form Selection

In EDMS, navigate to "Start a New Form" and select "I have a reporting obligation to fulfill". Find the form applicable to the site you want to submit labeled "Documentation of Construction - Document of Construction - Part 2" and click "Begin". Important: The "Document of Construction - Part 2" form is only available this way after creating a 24 hour notification. Refer to the instructions in the previous section on how to create a 24 hour notification.

Note: Users can also start the DOC form under their "Dashboard" and navigate through "Priority", "Upcoming", etc. to submit the form

Form Instructions

Items required to complete the form are: method of payment for the DOC registration fee, information regarding the installation of wastewater system, drawing/diagrams and for alternative wastewater systems record drawings, photos of the installation, etc. Please refer to the form in EDMS for a complete list.

Site Information

  • Street Address: Properties without a street address enter "NHN" which stands for "no house number". If there is an adjacent street, water body, or named trail add the name behind "NHN"
  • Legal Description: If a property has been subdivided, enter the subdivision name including additions and phases. If property has not been subdivided, users do not need to enter a "Lot", "Block" and "Tract" as these fields are not applicable
  • Subdivision Name including Additions and Phases:
    • For Alaska State Land Surveys enter "ASLS" followed by the survey number within this field. Example ASLS 79-250
    • For US Surveys enter "USS" followed by the survey number within this field. Example USS 2408
    • To enter a plat number, add this behind the name of the subdivision
    • GPS Coordinates: should be taken within the soil absorption system

Note: The "quadrant" is determined by the Township and Range. For example "Township 5 North, Range 4 West" is in the NW quadrant.

  • Peak wastewater flow (gpd): Is applicable for all installations. For private residences and multi-family dwellings, flow is determined by number of bedrooms multiplied by 150
  • For all commercial facilities: comments/criteria used to size commercial facility: calculations may be attached in the "attachment" section. If attached as a separate document, please indicate this. For questions regarding peak commercial wastewater flows, please work with the local DEC office nearest the proposed project
  • System Installation Date: Projects installed over multiple days, please select the date that the project was completed

Separation Distance

  • Separation distances: Must be listed to the nearest half foot, and cannot be listed as “100+”, ">100", etc. In all cases, if the actual separation distance is known it must be listed. Google maps or other GIS based maps can be used to determine separation distances, within reasonable accuracy, to features that are located more than 1.5x the regulatory requirement.

Form Selection

In EDMS, navigate to "Start a New Form" and select "I want to make a service request". Select the form "24 Notice Cancellation" and click "Begin"

Form Instructions

The form asks for a brief explanation of why the notice was cancelled.
