Preliminary Review Drafts
The Alaska Department of Environmental Conservation (DEC) is currently developing an update to the Regional Haze SIP for the Second Implementation Period (2021-2028). DEC is providing preliminary drafts of the following documents for public discussion. These documents are a work in progress. DEC hopes to receive additional information from the public due to the release of the preliminary draft documents and expects to make changes to documents based upon this input. It is likely that the version of these documents released for formal public comment as part of the draft Haze SIP update will have changes.
- Four Factor Methodology – This is the preliminary draft of the methodology used to identify sources of pollution that could contribute to regional haze.
- Draft List of Sources for Further Review – Preliminary draft of sources as a result of the methodology applied. Sources on this list are being reviewed on a case-by-case basis to determine which source may have a 4-Factor analysis. Not all sources on this list will have a 4-Factor analysis, some will have a limited review, and some will be reviewed within a sector analysis.
- Modeling Data in the Four Factor Methodology - the data used in the Four Factor analysis is the same data that EPA is using to develop modeling results that Alaska will be using in the Second Implementation Period SIP. This link provides access to the Western Regional Air Partnership Technical Support System (TSS) which houses technical products for use in regional haze planning including ambient monitoring, emission, and modeling data for Alaska such as Weighted Emission Potential (WEP) and Area of Influence (AOI) products.
- Emission Inventory Data Used for the Four Factor Methodology - the data that was downloaded from the EPA National Emission Inventory, used in part, for determining the draft list of sources.
DEC is releasing preliminary drafts as an opportunity for additional data and information collection. Additional information that could assist in the finalization of the preliminary drafts is appreciated and may be incorporated into the final drafts. Individuals with additional information are encouraged to submit by sending to: dec.air.comment@alaska.gov by March 1, 2021. Preliminary drafts are outside the formal public review process and therefore, there will be no formal responsiveness summary or hearing. Substantive information received may be included in the appendices, in final drafts, and cited where appropriate.
