Success Stories and Raising Public Awareness

The U.S. Environmental Protection Agency (EPA) has implemented a nationwide initiative to enhance public awareness of EPA financial assistance. The EPA provides annual grants to the Alaska Clean Water Fund (ACWF) and the Alaska Drinking Water Fund (ADWF) to capitalize the State Revolving Fund Program. These funds are used to provide below market rate loans to finance water and wastewater infrastructure improvements and other water quality projects throughout the state.

The EPA's public awareness requirement focuses on those projects/loans funded with an amount equal to the annual capitalization grant - equivalency projects. The intention of this effort is to communicate the positive impact and benefits of EPA funding and increase awareness surrounding the water quality and public health benefits communities receive as a result of financial assistance provided through the Alaska State Revolving Fund Program.

    Homer's seawall revetment project, financed through the SRF Program, provides protection for critical drinking water infrastructure along an eroding bluff. This project received a resiliency award from the DWSRF AQUARIUS recognition program in 2023.

    Skagway Redwood Tank received an honorable mention in 2021 for the EPA AQUARIUS award. The community utilized $1.2 million in DWSRF funding and completed the project in December 2018.

ADEC awards $945,000 low-interest loan to Bristol Bay Borough for wastewater upgrades

The Alaska Department of Environmental Conservation (ADEC) awarded a $945,000 low-interest loan which includes a $500,000 subsidy to Bristol Bay Borough to conduct an analysis of the existing collection system to identify inflow and infiltration (I/I) problems and generate a report that recommends fixes to the collection system and potential design alternatives to upgrade the lagoon. Reducing I/I issues before designing the lagoon upgrade will help to eliminate excess wet weather flows. That means the Bristol Bay Borough will have to spend less money to convey, store and pump excess wet weather flows through the wastewater system – which is ultimately more costly than I/I reduction measures. Simply put: Less wastewater treatment means less burden on sewer bills!

ADEC is authorized by state law to issue loans to borrowers for eligible water system infrastructure projects. Administration of the loan is through the ADEC State Revolving Fund Program under the authority of the Alaska Clean Water Fund.

ADEC awards $1 million fully subsidized loan to the City of Fairbanks for a pilot study to thermally treat wastewater biosolids, destroy per- and polyfluoroalkyl substances (PFAS)

The Alaska Department of Environmental Conservation (ADEC) awarded a $1 million fully subsidized loan to the City Fairbanks. Per- and polyfluoroalkyl substances (PFAS) concentrations in biosolids generated at the Golden Heart Utilities Wastewater Treatment Plant exceed regulatory cleanup levels. The biosolids are currently being composted and stored at the Wastewater Treatment Plant with limited space for stockpiling. The City of Fairbanks will use the funds to pilot a study to thermally treat wastewater biosolids, destroy PFAS, and recover energy for beneficial re-use.

ADEC awards $7.83 million low-interest loan to the City and Borough of Juneau for the placement of flood barriers

The Alaska Department of Environmental Conservation (ADEC) awarded a $7,830,000 low-interest loan to the City and Borough of Juneau (CBJ) to install flood barriers along the Mendenhall River. This loan includes $3,915,000 in loan forgiveness.

The Mendenhall River Valley has recently experienced flooding from glacier lake outburst flood events. These flood events are expected to recur in the future. This loan-funded project will install flood barriers to provide flood mitigation. The flood barrier will protect wastewater infrastructure that would otherwise be damaged during flood inundation, and the barrier will also prevent contamination from various harmful substances in floodwater including home heating oil, sewage, bacteria, household chemicals and debris that may pose risks to human health and the environment.

City of Dillingham receives a fully subsidized loan of $1,400,000 for planning and design to address PFAS contamination

The Alaska Department of Environmental Conservation (ADEC) awarded a fully subsidized loan of $1,400,000 to the City of Dillingham. Due to the presence of PFAS, or perfluoroalkyl and polyfluoroalkyl substances, in private groundwater wells near the Dillingham Airport, the City plans to extend a water main 2.4 miles from the existing water system owned by the City in order to provide clean, safe drinking water to the affected properties. The loan will be used for planning and designing the proposed water main extension as well as preparing construction documents and obtaining any needed construction permits.

The Alaska Department of Environmental Conservation (ADEC) awarded fully forgiven loans totaling $1.25 million to the City of Palmer for the engineering and design services. These projects will provide planning and design for a larger water storage reservoir, overhaul or renew the obsolete equipment currently at the site, and to change the road access to the reservoir. Funding is also provided for planning associated with a new well and wellhouse.

Anchorage Water and Wastewater Utility Clean Water Programmatic Financing Loan Number: ASUC24

Programmatic financing used to fund $11,500,000 in wastewater utility infrastructure improvements

The Alaska Department of Environmental Conservation (ADEC) awarded $11,500,000 to the Anchorage Water and Wastewater Utility (AWWU) to finance improvements to the wastewater system.

The loan funding will be used for multiple planning, design, and construction activities identified in the AWWU capital improvement plan and budget. These projects include improvements at the Eagle River Wastewater Treatment Facility, which treated over 500 million gallons of effluent discharge in 2024, as well as pump station rehabilitation and improvements throughout Anchorage. Improvements to a septage receiving station were also completed with this financing.

Each individual project financed through this loan agreement is identified in the loan agreement. These projects will achieve a number of benefits, including the following:

  • Provide reliable collection and treatment of wastewater, and
  • Prevent further structural failure of aging infrastructure at the end of its useful life.

Kotzebue Swan Lake and Lagoon Loop Water Main Replacement Loan Number: 515031-SE

Alaska State Revolving Fund Program issues a fully forgiven $2.5 million loan for planning and design of critical drinking water infrastructure

Kotzebue, the hub and largest community in the Northwest Arctic Borough, provides essential functions for both residents of Kotzebue and the surrounding villages. The Swan Lake Water Service Loop was initially constructed in 1990 using a 6-inch insulated high-density polyethylene (HDPE) pipe. In February 2024, a mile and a half of Kotzebue’s Swan Lake water main loop froze and ruptured, impacting 190 homes and leaving more than 60 without running water and/or sewer.

Kotzebue’s aging water system infrastructure, combined with difficult Arctic conditions, necessitates the upgrading and replacement of various water system components. The SRF Program issued a fully forgiven loan of $2,500,000 to allow Kotzebue to prepare a Preliminary Engineering Report (PER) and complete engineering design to replace or rehabilitate both the Swan Lake Loop and Lagoon Loop. The PER will investigate and provide recommendations to improve the hydraulic efficiency of the water loops and reduce the prevalence of emergency repairs.

Wrangell finances a new water treatment plan with multiple funding sources, including the Alaska Drinking Water Fund

Wrangell’s existing slow-sand filtration plant is easily clogged by the organic-heavy water source and strains to keep up with peak water demand. Additionally, the system does not adequately remove organics to prevent the formation of disinfection by-products.

Wrangell assembled over $23 million in funding from multiple sources, including state and federal grants and loans as well as local savings, to design and construct a new water treatment plant. The Alaska State Revolving Fund (SRF) Program provided two loans for this project. An initial loan of $3,821,000 was provided with $500,000 in loan forgiveness for this project. In State Fiscal Year 2024, the SRF Program issued a second loan for $5,782,000 to serve as the interim financing required by the U.S. Department of Agriculture Rural Development (RD) loan and grant. Construction of this project began during the winter of 2023/2024.

The new water treatment plant will house a multimedia and dissolved air flotation treatment system capable of treating over 2.2 million gallons of drinking water per day, allowing the City and Borough of Wrangell to provide clean, safe drinking water to its residents.

Alaska Clean Water Fund State Fiscal Year 2023

Whittier Lift Station No. 5 Replacement Clean Water Loan Number: 910001-E

ADEC awards $820,000 low-interest loan to City of Whittier for lift station replacement

The Alaska Department of Environmental Conservation (ADEC) announces the award of a $820,000 lowinterest construction loan to the City of Whittier to replace an aging lift station. As noted in the Capital Improvement Plan, this project is critical due to the high likelihood of failure within the next 2 to 5 years. Replacement of the lift station building and electronics is necessary. The proposed project will include replacing the wet well vault, pumps, valves, piping and controls.

Failure of this critical lift station infrastructure would have catastrophic consequences for the City's ability to manage wastewater for the community, especially in the summer months when cruise ship, tourism, and harbor and port activity impact the City's water and wastewater infrastructure. The Anton Anderson Whittier Tunnel, the only road access to Whittier, reports more than 700,000 visitors annually. Replacement of this critical infrastructure will enable the City to continue to provide safe and effective wastewater treatment and avoid potential adverse impacts to the City's water quality, e.g., treated and untreated sewage discharge into Prince William Sound and surrounding uplands affecting Alaska Railroad Corporation and City and privately owned land, and impacts to local commerce.

In the next two years, a newly constructed cruise ship facility will increase visitors to Whittier by more than 200,000 in the summer and create new economic development opportunities for the visitor industry related to tourism, so the replacement of these facilities are critical to meet the community's needs.

Programmatic financing used to fund $8,000,000 in wastewater utility infrastructure improvements

The Alaska Department of Environmental Conservation (ADEC) awarded $8,000,000 to the Anchorage Water and Wastewater Utility (AWWU) to finance improvements to the wastewater system.

The loan funding will be used for multiple planning, design, and construction activities identified in the AWWU capital improvement plan and budget. These projects range from needed improvements at the Asplund Wastewater Treatment Facility to pump station rehabilitation and improvements throughout Anchorage. Improvements to a septage receiving station were also completed with this financing as well as needed improvements to the wastewater collection system in downtown Anchorage.

Each individual project financed through this loan agreement is identified in the loan agreement. These projects will achieve a number of benefits, including the following:

  • Provide reliable collection and treatment of wastewater, and
  • Prevent further structural failure of aging infrastructure at the end of its useful life.

ADEC is authorized by state law to issue loans to borrowers for eligible water system infrastructure projects. Administration of the loan is through the ADEC State Revolving Fund Program under the authority of the Alaska Clean Water Fund.

The loan from the Alaska Clean Water Fund for this project carries a below market-rate finance rate of 1.61875% payable over 20 years. The Alaska Clean Fund is capitalized annually by a grant from the Environmental Protection Agency. The Clean Water State Revolving Fund programs operate around the country to provide states and communities the resources necessary to maintain and improve the infrastructure that protects our valuable water resources nationwide.

Kodiak Lift Station 5 and Force Main Replacement Loan Number: 503181-E

Alaska State Revolving Fund Program provides $5,400,000 lowinterest loan to replace lift station and force main

The Alaska Department of Environmental Conservation (ADEC) awarded a $5,400,000 lowinterest loan to the City of Kodiak to replace the City’s largest lift station. The lift station is a critical component of the City’s wastewater system that pumps directly to the wastewater treatment plant. The lift station structure, electric controls, pumps, and force main are approximately 45 years old and have reached the end of their useful lives.

This lift station replacement project will achieve a number of benefits, including the following:

  • Prevent equipment failures that would lead to costly emergency repairs,
  • Prevent discharge of wastewater that would create a public health hazard and environmental compliance issues.

ADEC is authorized by state law to issue loans to borrowers for eligible wastewater system infrastructure projects. Administration of the loan is through the ADEC State Revolving Fund Program under the authority of the Alaska Clean Water Fund.

The loan from the Alaska Clean Water Fund for this project carries a below market-rate finance rate of 1.65625% payable over 20 years. The Alaska Drinking Water Fund is capitalized annually by a grant from the Environmental Protection Agency. Programmatic financing used to fund $10,000,000 in drinking water utility infrastructure improvements

The Alaska Department of Environmental Conservation (ADEC) awarded $10,000,000 to the Anchorage Water and Wastewater Utility (AWWU) to finance improvements to the drinking water system.

The loan funding will be used for multiple planning, design, and construction activities identified in the AWWU capital improvement plan and budget. These projects range from needed improvements at the Eklutna Water Treatment Facility, the facility that provided 93 percent of total water production for Anchorage water customers in 2023, to neighborhood water transmission and distribution upgrades to provide water service to individual homes and businesses.

Each individual project financed through this loan agreement is identified in the loan agreement. These projects will achieve a number of benefits, including the following:

  • Provide reliable, good qualiy piped public water,
  • Prevent further structural failure of aging infrastructure at the end of its useful life.

The Alaska Department of Environmental Conservation (ADEC) announces the award of a $10,000,000 low-interest loan to the Anchorage Water and Wastewater Utility to finance improvements and upgrades to the wastewater collection and treatment system. The system serves approximately 250,000 people in the Municipality of Anchorage.

The funding will be used to finance multiple planning, design, and construction activities identified in the AWWU capital improvement plan and budget. Each individual project financed through this loan agreement is identified in the loan agreement. These projects will achieve a number of benefits, including the following:

  • Replace or rehabilitate aging wastewater collection infrastructure to prevent failures, and reduce maintenance costs; and
  • Provide improvements to wastewater treatment infrastructure to ensure that the utility can comply with wastewater discharge permit requirements.

Palmer Wastewater Treatment Facility Upgrades Loan Number: 627321

ADEC awards $8,052,000 low-interest loan to the City of Palmer for wastewater treatment facility upgrades

The Alaska Department of Environmental Conservation (ADEC) announces the award of an $8,052,000 low-interest loan to the City of Palmer to finance improvements and upgrades to the wastewater treatment system. The system serves approximately 12,000 people including the City of Palmer and adjacent areas of the Matanuska-Susitna Borough.

The funding will be used to construct two secondary clarifiers at the Palmer Wastewater Treatment Facility. These improvements are intended to ensure that the system operates in compliance with State of Alaska and federal requirements.

The Palmer plant discharges wastewater into the northernmost channel of the Matanuska River under a Clean Water Act discharge permit issued in 2006 by EPA and now administered by ADEC. The Matanuska River supports all five species of salmon.

ADEC is authorized by state law to issue loans to borrowers for eligible wastewater system infrastructure projects, including planning, design, and construction projects. Administration of the loan is through the ADEC State Revolving Fund Program under the authority of the Alaska Clean Water Fund.

The Alaska Clean Water Fund loan for this project carries a finance rate of 0.5% and is being utilized as short-term interim financing for a federal loan/grant from U.S. Department of Agriculture Rural Development. The Alaska Clean Water Fund is capitalized annually by a grant from the Environmental Protection Agency. The Clean Water State Revolving Fund programs operate around the country to provide states and communities the resources necessary to maintain and improve the infrastructure that protects our valuable water resources nationwide.
